CLASS DESCRIPTION

Baltimore Citys Department of Public Works (DPW) is seeking a dynamic, results-driven, goal-oriented individual to fill the role of Managing Attorney - Chief of General Counsel and Compliance (Operations Director 1). Under the direction of the Agency Director, this position is responsible for providing oversight and direction to the offices of General Counsel and Compliance.

The incumbent will advise DPWs executive management on legal decisions, and short- and long-term comprehensive planning of compliance programs.

This position requires strong alignment with the City of Baltimores and DPWs mission, values, and strategic vision, as well as demonstrated success, professionalism, sound judgment, and flexibility working in a complex, fast-paced environment.

ESSENTIAL FUNCTIONS

  • In collaboration with the Citys law department, communicates with and responds to government regulators during inquiries and investigations, guides leadership, and identifies options for achieving agency objectives within applicable legal restraints toward resolutions to investigations and other regulatory agency disputes.
  • Participates in engagement and evaluation of outside counsel and claim and case reviews with outside counsel; reviews and approves outside counsel and vendor invoices, operates within budget, and maintains cost controls to ensure effective utilization of the agencys financial resources.
  • Oversees and monitors the day-to-day operations of the General Counsel and Compliance Offices and works with management throughout the agency to ensure long-range compliance and legal strategies, business goals, objectives, and initiatives best serve the agencys goals, and are consistent with the City of Baltimores overall needs.
  • Leads the development and implementation of the compliance vision, strategy, and program that aligns and contributes to the overall mission and management of DPW.
  • Develops systems and procedures for establishing and assuring quality services and a high level of customer service to all employees, stakeholders, applicants, and residents.
  • Assists in supervising and supporting the efforts of outside counsel retained to represent DPW in civil trials, administrative proceedings, and other adversary proceedings or for advice, to ensure that such representation is effective and cost-efficient. This includes legal strategy development, assisting in case development including identifying witnesses, witness preparation, developing evidence for trial, and the review, analysis, and if appropriate, editing of legal filings, including significant motions and briefs.
  • Advises and prepares summaries, memoranda, reports, and other written materials for the executive leadership, concerning legal considerations inherent in a variety of business, regulatory, commercial, and internal matters concerning regulatory compliance, claims, tort litigation, liability, risk management, indemnity, evidence preservation, safety, operations, and other legal issues, to ensure that the Company makes business decisions with full knowledge of applicable legal considerations.
  • Assesses statutory and regulatory provisions and guides safety and compliance issues agency wide.
  • Directs the administration and supervision of the compliance and general counsel staff; manages, and develops goals and priorities, schedules and assigns tasks and projects, monitors work, and evaluates performance; develops staff skills and coordinates training; ensures the staff work meets City quality standards, and ensures required deadlines are met.
  • Maintains awareness of new technologies, philosophies, and trends in the field of Compliance and Law; stays up to date on industry literature; maintains professional affiliations; and represents the City of Baltimore as an industry leader.
  • Performs other related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Juris Doctor from an accredited college or university.

AND

EXPERIENCE: Have twelve (12) years of senior management, policy-driven operational responsibilities including three (3) years of experience managing similar functions through subordinate supervisors is required. Must be a member of the Maryland State Bar and in good standing.

OR

NOTES(EQUIVALENCIES): An equivalent combination of education and experience. A law degree and Maryland State Bar admission are required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and practices of operations/administration.
  • Ability to plan, organize and manage a program of administrative functions in an organization.
  • Ability to compile financial and operational data and to analyze charts, reports, and statistical and budgetary statements.
  • Ability to develop, implement and interpret policies and procedures.
  • Ability to coordinate the activities of various organizational units.
  • Ability to speak and write effectively.
  • Ability to establish and maintain effective working relationships with associates, officials, and employees.
  • Ability to supervise and direct the activities of staff.
