Job Description

The Operations Counsel is an experienced lawyer who provides dedicated legal partnership to Biogen’s global Pharmaceutical Operations and Technology (PO&T) organization and liaises with other members of the Global Legal Department (corporate, commercial, R&D, litigation, employment and IP), Compliance and other stakeholder functions of the company, to provide pragmatic, high-quality and timely legal advice. This position is based in Cambridge, MA, and reports to the Lead Operations Counsel.

The PO&T business unit of Biogen employs over three thousand people and covers a range of global activities, including:

Global Supply Chain

Global Security

PO&T is a dynamic and ever-evolving organization with a key role in all aspects of the business that includes a deliberate engagement on several key corporate initiatives both within and outside of its core functions. The dynamic nature of the PO&T organization requires the Operations Counsel to demonstrate agility to sufficiently support these activities.

The job requires Legal partnership with PO&T and an autonomous individual who will be provide strategic leadership and a pragmatic, solution driven approach by providing timely advice in the following areas:

Pharmaceutical and biopharmaceutical development;

Manufacturing and global manufacturing regulation;

Global strategic manufacturing partnership and alliance management;

health, safety and environmental issues;

supply chain and logistics;

quality control and assurance;

The Operations Counsel will be required to:

· Lead the development and alignment of practical solutions for complex legal issues;

· Develop strategic business partnerships with PO&T senior and executive leadership through regular and proactive engagement;

· Lead cross functional teams in the drafting and negotiation of complex transactional partnership initiatives

· Advise PO&T on a wide range of topics across a global client base, with an ability to prioritize high priority strategic initiatives, including value-creating partnerships, with the day-to-day tasks such as contracting on a wide range of legal agreements;

· Advise on strategic planning issues and partnerships, trade compliance regulations, sanctions and other legislation relevant to the pharmaceutical industry with a focus on those related to manufacture, quality and global delivery of pharmaceuticals; address regulatory and GxP questions

· Have a deep understanding of PO&T strategic initiatives and goals;

· An element of the job will also be the education and training of clients, both to “self-serve” through the provision of standard form agreements and other knowledge management tools, and in general areas of corporate legal compliance, such as the generation and maintenance of trade secrets, anti-trust issues, global anti-corruption legislation and insider trading and responsible communication;

· Prioritize their work and to make risk-, and budget-conscious “make or buy decisions” about the instruction of external counsel;

· Be an excellent communicator and team player with an inherent ability to identify and engage necessary stakeholders to ensure successful execution of legal advice and deliverables. Further, they will be comfortable in executive level engagements and will be able to advise and operate on both a strategic and tactical level and to form and work effectively on cross functional teams

Qualifications:

Both in-house and law-firm experience, totaling at least 10 years. Industry experience and transactional a plus.
