Our new Deputy City Attorney will be joining a team of educated, motivated and dedicated employees who have strong work ethics, enormous pride in their department, and professional commitment to the city and the citizens they serve.


The Deputy City Attorney assists in the planning, organizing, and coordinating of activities, programs, and staff of the legal department; provides professional legal services for City Council, City Manager, Medford Water Commission, City departments, and other boards and commissions; prepares legal documents, renders legal opinions, and represents the City in the courtroom and proceedings. The Deputy City Attorney serves as Acting City Attorney in the absence of the City Attorney.


MINIMUM REQUIRED QUALIFICATIONS:

  • Five (5) years of legal experience, including two (2) years of experience representing public entity client(s) in an internal or outside-counsel capacity, including leadership and teamwork experience to perform the job effectively; and
  • Graduation from an accredited college or university with a Juris Doctorate.
  • Member of Oregon State Bar, in good standing.
DESIRED QUALIFICATIONS:
  • Experience with Oregon land use law.
  • Experience in civil litigation.
  • Experience with risk management.
  • Experience with employment law and human resources matters.
  • Experience supervising staff.
TOTAL ANNUAL COMPENSATION PACKAGE:
The anticipated hiring range for this position is $46.46 (first step) to $48.78 or $51.22 (second or third step). Directly related experience and qualifications will be evaluated alongside others who perform work of comparable character as required by Pay Equity Law. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

  • Deferred compensation (Section 457 Plan) - The City contributes 1% to each employee in this group, provided that the employee contributes at least 1% of salary.


ABOUT THE CITY OF MEDFORD
Medford is located in Southern Oregon in the heart of the Rogue Valley and is the county seat for Jackson County. Located along Interstate 5 and just 27 miles north of the California border, Medford has 84,550 residents and is the regional industrial, medical and service center for 221,000 people, making it the fourth largest metro area in Oregon. Medford is a regional center for a seven county area serving southern Oregon and northern California.

Protected by surrounding mountains, Medford has a relatively mild climate and four distinct seasons, providing diverse opportunities for year-round recreational and cultural opportunities. The area is serviced by the Rogue Valley International Airport, which provides easy access in and out of the area. The airport is a full service airport that provides non-stop flights to seven large hub airports.

Medford operates under the Council-Manager form of government with the Mayor, who is elected city-wide and eight Council members representing four different wards. The City allocates resources through a biennial budget that is approved through June 30, 2021.These duties are a representative example; position assignments may vary depending on the business needs of the department and organization. This position:
Technical:
  • Provides legal advice to departments, including labor advice: discharges, discipline, etc.
  • Performs legal analysis and prepares legal memoranda for City Council, City Manager, and departments as needed.
  • Reviews, drafts, and comments on contracts and other matters initiated by City staff.
  • Provides primary legal staffing for the Planning Commission, including supporting Planning Department staff on complex land use matters. Attends and recommends legal advice at various other meetings, commissions, committees, and other related events.
  • Performs other high-level legal work for the City, which may include representing the City in civil litigation, administrative proceedings before state and federal agencies; drafting code revisions, and other ordinances and resolutions; and providing legal support for initiatives and partnerships that further City Manager and Council goals.
Leadership, management, operations and administration:
  • Serves as Acting City Attorney in their absence including supervision of office; may be required to provide other leadership responsibilities in emergency situations.
  • Participates in interviews and hiring decisions in the Legal Department.
  • Assists in Department management and budget preparation, setting departmental policy, etc.
  • Meets with representatives of federal, state and local agencies and the public to explain policies and programs and facilitate partnerships.
  • Communicates with and represents the Department to external public, community and private organizations.
  • Scope of assigned area of responsibility will depend on departmental structure and is at the discretion of the City Attorney.
  • Upholds the values of the organization and has strong customer service orientation.
  • Must have the ability to handle job stress and interact effectively with others in the workplace.
  • Must be honest and truthful in all tasks and responsibilities.
  • Performs other related projects and duties as assigned.
  • Demonstrates regular, reliable and punctual attendance.

  • Five (5) years of legal experience, including two (2) years of experience representing public entity client(s) in an internal or outside-counsel capacity, including leadership and teamwork experience to perform the job effectively; and
  • Graduation from an accredited college or university with a Juris Doctorate.
  • Current technical and professional knowledge of complex principles, methods, standards and techniques associated with the legal profession, including, without limitation:
    • Excellent written, verbal and interpersonal communication skills.
    • Knowledge of judicial procedures, rules of evidence, methods of legal research; interpreting and applying legal principles, etc.
    • Knowledge of municipal, land use, criminal, administrative, real estate, labor and employment law, public contracting, public meetings and records, etc.
    • Budget preparation, municipal business operations, etc.
  • Member of Oregon State Bar, in good standing.
  • Ability to obtain Law Enforcement Data Systems (LEDS) certification within six months of employment.
  • Ability to obtain and maintain Criminal Justice Information System (CJIS) upon hire.
  • Requires possession of a valid driver’s license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver’s license within 30 days (ORS 807.020 (1)).
  • Must maintain acceptable driving record.
  • Requires completion of a background investigation to the satisfaction of the City.
