PRIMARY PURPOSE OF POSITION
A qualified attorney, preferably with regulatory litigation experience, to handle complex legal matters on behalf of the Company.
PRIMARY DUTIES AND ACCOUNTABILITIES
· Performs as a specialist in regulatory litigation and administrative law, including ratemaking, provides technical and expert legal services to ComEd and has strong comprehension of the electric utility business.
· Under minimal supervision, plans, conducts and supervises complex legal assignments, requiring an ability to evaluate matters that may have a major bearing on the Company’s business; evaluates legal and business risks and regulatory viability of strategic initiatives and advises clients accordingly
· Interprets and applies internal policies consistent with the law
· Represents ComEd before the Illinois Commerce Commission and other state agencies in administrative proceedings and/or relevant litigation
· Prepares and manages budgets for all matters involving outside counsel and manage outside counsel engagement
· Provides lead direction and/or project leadership direction to less experienced attorneys and support staff
· Projects / duties as assigned
JOB SCOPE
· Supports more senior attorneys in the ongoing management of relationships and matters on behalf of ComEd, including with internal clients, outside counsel, external stakeholders and state regulators
· Demonstrates superior legal judgment in the business context
· Demonstrates innovation; generates new ideas and devises original and successful solutions, programs and actions
MINIMUM QUALIFICATIONS
· An LLB or JD from an accredited law school and licensed to practice law in IL or comparable jurisdiction
· At least 5 to 8 years of professional experience
· Possesses and applies a comprehensive knowledge of principles, practices and procedures relevant to the operation and success of a utility regulatory litigation practice
· Requires excellent legal research, analytical abilities and an ongoing knowledge of federal or state law, especially regulatory, administrative and litigation law
· Must have the ability to communicate clearly – both orally and in writing; to read and analyze legal materials and other data; to work in stressful conditions under time deadlines
· Superior writing skills
PREFERRED QUALIFICATIONS
· Experience in administrative litigation including appearing before administrative law judges and preparing and presenting pre-filed testimony
· Experience with regulatory agencies, including working collaboratively in workshops and through stakeholder outreach, prior to rulemaking or related policy formulating proceedings
· Experience working with technical experts to prepare and present testimony in contested proceedings
· Strong legal writing experience, including drafting pleadings on technical subjects incorporating complex fact patterns into issues of law in a manner accessible to non-experts
Experience managing rate cases.
- Knowledge of various utility ratemaking structures.
- Experience providing direct counsel to clients.
- Preferably 5 to 10 years of relevant professional experience
