The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.

This position has an annual rate of $125,000-$150,000, based on education and experience.

The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employees Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.

Job Description

POSITION SUMMARY

The General Counsel will oversee all legal services of the Service Oklahoma legal division, ensure Service Oklahoma maintains legal compliance, and provide legal counsel and guidance. Service Oklahoma is responsible for administering driver and motor vehicle services for the State of Oklahoma with the goal of simplifying and streamlining government services while provide residents with a best-in-class customer experience.

POSITION RESPONSIBILITIES

The job duties of this position may include responsibilities listed below.

  • Oversees operations of legal division, including implied consent cases.
  • Provides legal advice and guidance to senior management and department heads on a wide range of legal matters affecting operations.
  • Ensures compliance with all relevant laws, regulations, and industry standards, including but not limited to those specific to Service Oklahoma.
  • Interprets existing contracts and provides legal advice and counsel regarding all aspects of Service Oklahoma contract transactions.
  • Analyzes complex factual and legal issues in many areas of State and Federal law, and prepares legal opinions, memorandums of fact and law and other legal documents.
  • Conducts comprehensive risk assessments to identify legal and regulatory risks associated with the organization's operations.
  • Develops risk mitigation strategies and policies to minimize exposure to legal liabilities and ensures the protection of the organization's interests.
  • Assists in drafting bills and amendments for legislative consideration, completes reports on changes in legislation, evaluates proposed legislation and makes recommendations for agency action in response thereto.
  • Advises on law, regulations, legal opinions, or administrative policy involved in the operation of the agency and its contacts with industry, private or professional associations, state, federal, or local government, and the general public.
  • Develops strategies for resolving disputes efficiently and cost-effectively.
  • Prepares and oversees the preparation of legal opinions, briefs, pleadings, motions, petitions, and other legal documents.
  • Provides legal counsel and guidance on human resources matters, including employment law compliance, employee relations, discrimination claims, and workplace policies.
  • Develops and reviews HR policies and procedures to ensure compliance with employment laws and promotes a positive work environment.
  • Advises on employee disputes, disciplinary actions, terminations, and other employment-related issues.
  • Presents regular updates and reports to executive leadership on legal and regulatory risks, along with recommended courses of action.
  • Other duties as assigned.

EDUCATION & EXPERIENCE

Education/experience for this position consists of:

  • Graduation from an accredited law school
  • Licensed to practice law in the State of Oklahoma
  • Minimum seven (7) years legal experience as a licensed attorney

PREFERENCE

Preference may be given to applicants who have:

  • Senior-level experience in administrative law, contracts, litigation, and/or other areas of law involved in the operations of a state government agency.
  • Governmental and administrative law practice experience is strongly preferred.

SPECIAL REQUIREMENTS

  • The schedule for this position may require flexibility, including some weekends and overtime, based on the needs of the agency. This position is not eligible for telework.
  • This position may require occasional travel. The selected applicant must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma Driver License is also required.
  • This position works in a comfortable office setting with a computer for a large percentage of the workday.
