The Georgia Department of Revenue seeks to fill an Attorney 4 - Managing Attorney position within the Office of the General Counsels Tax Operations Section. Reporting to the Deputy General Counsel, you will be responsible for managing a team of attorneys and/or legal analysts dedicated to providing in-house legal counsel to the Departments Georgia Tax Tribunal Unit. Additionally, as a managing attorney in the Tax Operations Section, you will assist in providing counsel to the Departments audits division, compliance division, and taxpayer services division.

Responsibilities will include, but are not limited to:

Planning and organizing legal services work for the Georgia Tax Tribunal team in order to meet the Departments objectives, including coordinating work with other legal and non-legal business units.

Overseeing the Georgia Tax Tribunal team in connection with the legal review and tracking of cases.

Communicating with taxpayers, taxpayer representatives, internal departmental divisions, and the Office of the Attorney General for the purpose of providing case updates and coordinating potential case resolutions

Researching and drafting memoranda with recommendations for Department leadership on legal and other matters relating to the agencys tax operations, including cases pending with the Georgia Tax Tribunal, and matters affecting the compliance division, the taxpayer services division. the audits division, and other divisions requiring assistance as needed.

Sample technical competencies may include, but are not limited to:

  • Ability to manage a large workload in an organized manner, including delegating and tracking matters among multiple staff.

  • Ability to quickly perform in-depth legal research and provide analysis of statutes, court decisions, state and federal laws and regulations, and Departmental policy.

  • Ability to draft proposed legislation, regulations, and legal opinions.

  • Ability to analyze, appraise, and organize facts and present them in a clear and logical form in oral and written presentation.

  • Ability to determine Department compliance with laws, rules, and regulations.

Minimum Entry Qualifications:

Juris Doctorate from an accredited college or university AND license to practice law in the State of Georgia

~ OR eligibility to sit for the next Georgia Bar examination followed by passage and licensure to practice law in the State of Georgia within one (1) year of hire

~ OR reciprocity AND Three years of relevant legal experience

~ OR Three years of experience required at the lower-level Attorney 3 (LEP022)

Essential Criteria-Applicants must possess ALL the following to receive consideration:

  • Legal Writing Sample: Submission of a writing sample, not to exceed 10 pages, from a brief, memo, or other similar document. This must be attached to your profile/application.

  • Customer Service: Ability to provide professional legal services to agency divisions and executive leadership.

  • Teamwork & Cooperation: Ability to work collaboratively with project teams, both within the legal group and among business divisions.

  • Results Orientation: Ability to complete projects with limited supervision.

  • Judgment & Decision Making: Ability to weigh the needs of the agency to determine the best course of action for all parties in an evolving legal landscape.

  • Communication Skills: Ability to effectively communicate both verbally and in writing to a variety of audiences.

  • Accountability: Ability to accept responsibility for one's actions with honesty and integrity, while remaining committed to organizational success.
  • Leadership: Experience managing or supervising attorneys or other legal staff.

Preferred Criteria-Applicants may possess a combination of the following:

  • Experience managing or supervising attorneys or other legal staff in a state government office.

  • Experience with the legislative process.

  • Experience advising clients on legal matters in verbal and written formats, including opinion and advice memoranda.

  • Experience or course work in one or more state and local tax subject matters.

Position Status Pay Grade: N

Target Salary Range: $93,500 to $96,500

***Individual salaries will be commensurate with education, experience, and State Personnel Board Rules.
