This position is located at Consumer Financial Protection Bureau, Enforcement. The incumbent serves as an Attorney Advisor (Enforcement Attorney). Typical assignments involve complex and difficult legal questions or factual issues concerning the interpretation or application of legislation, regulations, orders, decisions, opinions, or other legal instruments.

Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.

The following are the duties of this position at the CN-60, broadly equivalent to the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Attorneys at CFPB may be eligible for promotions subject to the Bureau's Attorney Hiring & Promotion Policy.
  • Investigate potential violations of federal consumer financial laws with regard to a variety of consumer financial products and services, using strategies such as civil investigative demands and witness interviews.
  • Analyze facts, determine legal theories, and makes recommendations regarding the initiation and resolution of enforcement actions.
  • Litigate enforcement actions in federal court and administrative proceedings, seeking civil penalties and other remedies.

Basic Requirements for the CN-60 and CN-53:

1. Law Degree:
Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.
2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

*Each grade is at its Full Performance Level.*Per the CFPB Attorney policy, you must meet the following minimum qualifications for the CN-60 level:

  • Four (4) years of related legal experience. Such experience must include experience as a licensed attorney or directly related in order to be creditable, (Law Clerk experience may not be qualifying experience for the experience requirements*) OR
  • Twelve (12) months of specialized experience at the CN-53 level (equivalent to the GS-13 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
  • Specialized Experience for the CN-60 is defined as:
    • Demonstrated experience with investigations and/or litigation related to one or more federal consumer financial protection laws or similar experience with respect to other complex statutory questions, administrative, and/or regulatory law.
      • Examples of related experience for this position are:
        • Government civil investigation or litigation experience
        • Federal court civil litigation experience
        • Developing and implementing civil investigation strategies
        • Analyzing facts and researching and formulating legal theories in connection with potential violations of law
        • Drafting memoranda, briefs, or pleadings on complex legal issues
*Each grade is at its Full Performance Level.*Per the CFPB Attorney policy, you must meet the following minimum qualifications for the CN-53 level:
  • Three (3) years of related legal experience. Such experience must include experience as a licensed attorney or directly related in order to be creditable, (Law Clerk experience may not be qualifying experience for the experience requirements*) OR
  • Twelve (12) months of specialized experience at the CN-52 level (equivalent to the GS-12 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
  • Specialized Experience for the CN-53 is defined as:
    • Demonstrated experience with investigations and/or litigation related to one or more federal consumer financial protection laws or similar experience with respect to other complex statutory questions, administrative, and/or regulatory law.
      • Examples of related experience for this position are:
        • Government civil investigation or litigation experience
        • Federal court civil litigation experience
        • Developing and implementing civil investigation strategies

*To be qualifying experience, Law Clerkships must be post law school for the CN-60 and CN-53. For CN-52 grade level, clerkships can be considered qualifying when performed at any level as long as the clerkship enables the candidate to successfully perform work requirements at the entry level.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
