The Iowa Utilities Board (Board) is seeking an Attorney 3 in its Regulatory Law Bureau to fill a permanent, full-time, contract and merit-covered position.

This positions primary duties will be defending the Boards orders in judicial review proceedings and other original jurisdiction matters in district court. This position will represent the Board in reviews of agency action/judicial reviews before the district and appellate courts and will exercise full responsibility for the development, preparation, presentation, and argument of agency appeals/judicial reviews, including the preparation and filing of the certified agency record, pleadings, motions, briefs, and other required filings, subject to general supervision and agency direction.

This position will also be responsible for the presentation of additional evidence before the courts, when applicable, and will advise the agency on questions of law, regulations, opinions of the court, and other authority as relevant to pending agency appeals/judicial reviews and provides legal opinions based on the facts and applicable law. Additionally, this position will advise the agency on settlement of agency appeals/judicial reviews and presents strategic options to the Board members for their consideration. Substantial litigation experience is required.

This position will also assist the Regulatory Law bureau in the performance of statutory duties pursuant to Iowa Code section 474.10. This includes giving advice and counsel to the Utilities Board and its staff, drafting Board orders, conducting rule-making proceedings, and generally providing legal services in the area of public utility regulation to the Board and its staff.

The successful candidate will be able to research and develop legal strategy; analyze filings, testimony, data, and exhibits; and make objective recommendations and decisions concerning regulatory issues based on applicable laws, policies, and precedents. Strong oral and written communication skills are also required. All work is performed under appropriate supervision. Occasional travel is required and may include overnight stays.

Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list. 354 Law Degree:
Possession of a law degree from an accredited institution.

871 License to Practice Law in the State of Iowa:
License to practice law in the State of Iowa.Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Graduation from an accredited school of law, and experience equal to five years of full-time work in the practice of law; not including experience as a law clerk.
  2. Current, continuous experience in the state executive branch that includes three years of full-time work with the employing agency in the practice of law; not including experience as a law clerk.
