Telework: This position will report to the headquartered location a minimum of 2 days per week. You may have the opportunity to telework the remainder of the week, if desired and based on business need.

Work Hours: 8:30 5:00
Salary Range: DAG II: Starting salary of $73,722, commensurate with experience
DAG III: Starting salary of $84,264, commensurate with experienceBasic Function
The Office of Attorney General (OAG) is seeking an attorney to serve as Operations Counsel for Labor Relations and provide legal advice and representation on various employee matters essential to the operations of the OAG. The successful candidate will be supervised by and report to the Chief of Staff and will interact with and advise the Operations Division and all divisional Executive Deputy Attorneys General (EDAG) (Criminal Law, Civil Law, Public Protection) on matters of legal importance to the OAG related to Labor Relations.
- Represents the OAG before administrative hearings
- Conducts civil litigation regarding labor relations matters
- Provides advice on collective bargaining agreement(s) and interpretation and implementation of arbitration awards and labor board decisions
- Participates in hearings and grievance procedures with representatives from various unions as well as Equal Employment Opportunity Commission (EEOC) mediations
- Responsible for highly advanced legal and administrative work in the OAG involving labor relations and employment law
- Leads strategic and tactical legal initiatives
- Provides the Director of Human Resources and Office Services and other senior staff with effective legal advice on strategies and implementation, manages legal functions related to labor relations and employment law, and obtains and oversees work of outside counsel in this capacity
- Advises Executive staff on the handling of labor and employment matters
- Helps develop and draft internal governance policies and manages the impact of external liabilities
- Evaluates and weighs multiple inputs and impacts of decisions or courses of action
- Anticipates issues and estimates risks strategically; identifies proactive solutions to eliminate or mitigate risks
- Creates and presents training modules to periodically update employees about relevant changes in labor or employment laws
- Creates associations of trust and respect between divisions of the OAG and external agencies
- Interacts with external parties (regulators, external counsel, politicians, investigative bodies, and others as assigned by the Operations EDAG)
- Other legal research and counsel as requested
Deputy Attorney General II:
- Graduation from an accredited school of law, admission to the Bar of the Supreme Court of Pennsylvania, and a minimum of two to four years as a practicing attorney in the area of labor and employment law or similar legal experience and training in an in-house corporate or government environment
Deputy Attorney General III:
- Graduation from an accredited school of law, admission to the Bar of the Supreme Court of Pennsylvania, and a minimum of three to five years as a practicing attorney in the area of labor and employment law or similar legal experience and training in an in-house corporate or government environment
- Highest degree of professional ethics and integrity
- Relevant work experience and excellent academic credentials, intelligence, judgment, common sense, strategic thinking, and analytical skills
- Broad legal knowledge necessary to coordinate objectives between divisions of the OAG
- Specific legal knowledge of and experience in employment, labor, and management law
- Intellect necessary to gain and communicate in-depth understanding of how distinct legal issues affect employees within OAG
- Ability to work with senior management and others across all divisions of the OAG to achieve common objectives
