This position is located in Legal Services (LS) of the Office of Inspector General and provides legal advice, litigation services, ethics program services and FOIA services for Education OIG as it conducts its oversight mission. The incumbent works in the LS component as a Deputy to the Counsel to the Inspector General/Assistant Inspector General for Legal Services with responsibility for the full range of the Counsel’s functions and provides immediate supervision to the LS staff.

The Inspector General of the Department of Education (Department) heads an independent and objective organization responsible for audit, investigation, and other inspection services related to programs and operations of the Department. The Inspector General provides leadership and coordination and recommends policies for activities designed, to promote economy, efficiency and effectiveness in the administration of programs and operations as well as to prevent and detect fraud and abuse in such programs and operations.

The Office of the Inspector General consists of the following components:

• Immediate Office of the Inspector General

• Investigation Services

• Audit Services

• Management Services

• Technology Services

• Legal Services

As the Deputy to the Counsel to the Inspector General/Assistant Inspector General for Legal Services, the incumbent will advise on federal audits and investigations, the IG Act and OIG operations, federal employment law matters, and Department of Education program areas.

Advises on Privacy Act/FOIA requests and matters.

Manages Legal Services staff to include assigning and prioritizing work matters, providing technical supervision and reviewing work products as needed to ensure quality, and serving as rating official to include initiating any performance or disciplinary actions with the agreement of the Counsel.

Ensures Legal Services policies are updated and making efficiency changes to same; Ensuring LS management/IT work tracking systems are appropriate and adequate, and runs necessary management reports (to track LS metrics; review employees, etc.)

Minimum Qualification Requirements.

1. You must have earned a professional law degree (J.D. or LL.B) from a law school accredited by the American Bar Association AND

2. Is an active member in good standing of a Bar of a State or Territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

In addition to the Minimum Qualification Requirements above, the incumbent must meet the following;

Specialized Experience for the GS-15:

Five years professional legal experience at the level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

AND

One year of experience in either federal or non-federal service that is equivalent to at least the GS-14 performing the following duties or work assignments:

1. Experience supervising employees, leading a team on a special project or product, or coaching/mentoring junior employees on a special project or assignment.

2. Experience advising on matters in the following areas - federal audits or investigations, the Inspector General Act and OIG operations, federal employment matters, and FOIA/PA requests or matters.

3. Experience drafting or revising policies and using work management systems.
