Section Description:
The Operations Division provides support to the staff of the Office of Attorney General (OAG) and includes the Human Resources, Office Services, Comptroller, Budget and Finance, and Information Technology Sections.

Position Type:
One-year Fellowship, Full-time, Non-civil service, Non-union. This position is at-will with no guarantee of employment for any specific term.

Basic Function:
The Honors Fellow will be an active part of the Operations Division by providing varied legal services and advice on matters of moderate scope and complexity under the supervision of a more senior attorney. Work involves the practice of administrative law, government procurement, contract review, and employment law. The employee may have regular interaction with other Commonwealth agencies. The employee will also assist more senior attorneys on matters deemed to be more complex and difficult. This position does not include the regular practice of litigation.

Work includes, but is not limited to, conducting research and analysis, formulating legal theories, and drafting legal documents and routine correspondence. The Honors Fellow will be responsible to meet with the Procurement team to review purchase orders and assess contractual terms and conditions and with the Legal Review team to discuss outstanding projects and meet timelines for completion. The Honors Fellow will be responsible to gather information necessary to complete tasks and communicate with impacted parties to move assignments through every step to completion.
  • Assists the Operations Counsel in all areas of the division including contracts for goods and services, employment law, and other areas as needed
  • Works closely with the Procurement Unit and the Legal Review Section
  • Reviews terms and conditions related to various procurements, ranging from simple to complex, and negotiates required changes with outside vendors to ensure compliance with the Procurement Code
  • Conducts legal research related to the Procurement Code, employment related case law, and similar areas
  • Helps develop internal governance policies and manages the impact of external liabilities
  • Reviews and drafts procurement related documents such as legal services contracts and settlement agreements
  • Provides guidance on standardized procurement methods (RFP/IFB templates, bid procedures, purchasing card) including providing advice on the best method for specific situations as they arise
  • Anticipates issues and estimates risks strategically, and identifies proactive solutions to eliminate or mitigate risks
  • Creates associations of trust and respect between divisions of the OAG and external vendors
  • Provides advice and status updates regarding disputes with contractors/vendors, keeping internal stakeholders apprised throughout the process
  • Answers routine correspondence
  • Prepares the initial draft of legal memoranda
  • Performs additional and related work as required
Law students who are in their final year at an accredited law school and scheduled to graduate in the spring of 2024 are encouraged to apply. Exceptions may be made for individuals actively participating in clerkships who have not held the title of Attorney in any capacity following graduation. Prior clerkship experience is a plus but is not required. Prior trial experience is a plus but is not required. The program begins in September 2024.

An in-person Fellowship at the above-listed location is preferred for the 2024 Honors Fellowship; however, we do offer telework options at the discretion of the Fellows supervisor and the needs of the office.
