JOB SUMMARY
MAJOR DUTIES
- Provide legal counsel and representation to the county government in civil matters, ensuring compliance with applicable laws and regulations.
- Conduct legal research and analysis to advise county officials on various legal issues, including contracts, ordinances, and policies.
- Represent the county in court proceedings, administrative hearings, and negotiations, advocating for the county's interests.
- Draft, review, and interpret legal documents, including contracts, agreements, and resolutions, to safeguard the county's legal interests.
- Collaborate with other county departments and officials to address legal concerns and provide proactive legal guidance.
- Stay informed about changes in laws and regulations that may impact the county, and recommend necessary adjustments to policies and practices.
- Manage outside counsel when necessary, ensuring effective communication and coordination of legal services.
- Provide legal training to county staff and officials on relevant legal issues and updates.
- Attend County Commission and Planning Commission meetings, as well as other Board meetings as appropriate or required.
- Maintain confidential and accurate legal records, ensuring compliance with record-keeping requirements.

KNOWLEDGE REQUIRED BY THE POSITION
- Minimum of five years of relevant legal experience, preferably in government or public sector law.
- Active membership in good standing with the state bar.
- Strong knowledge of local, state, and federal laws affecting county government.
- Excellent legal research, writing, and oral communication skills.
- Demonstrated courtroom experience and litigation skills.
- Ability to work independently, make sound legal judgments, and manage multiple priorities.
- Knowledge of the principles of executive management, leadership, and communication with stakeholders, elected officials, department heads, and employees.
- Strong interpersonal skills and the ability to collaborate effectively with diverse stakeholders.
- Commitment to upholding ethical standards and maintaining the highest level of professional integrity.
- Knowledge of county government operations and functions is a plus.
- Skill in prioritizing and planning.
- Skill in oral and written communication.
SUPERVISORY CONTROLS
The County Commissioners assign work in terms of county goals and objectives. The work will be reviewed through reports and observation of county government activities.
GUIDELINES
Guidelines include local, state, and federal laws, ordinances, rules, and regulations pertaining to local governments. These guidelines require judgment, selection, and interpretation in application. This position assists in developing county guidelines, policies, and ordinances.
COMPLEXITY/SCOPE OF WORK
- The necessity of completing complex research and analysis contributes to the complexity of the position.
- The purpose of this position is to assist in directing the operations of the county government. Successful performance helps to ensure that the county government is operating lawfully, efficiently, effectively, and economically.

- Contacts are typically with county employees, elected and appointed officials, community partners, business leaders, representatives of academic institutions, representatives of state and federal agencies, vendors, contractors, and members of the general public.
- Contacts are typically to exchange information, resolve problems, and to justify, defend, or negotiate matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping.
- The work is typically performed in an office and while performing site visits.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a Juris Doctor (J.D.) degree from an accredited law school.
