There is one vacancy in the County Counsel's Office to be filled at the Deputy County Counsel III or IV level depending on qualifications. The candidate selected will be placed at the appropriate level, depending on their background and experience, at the discretion of the appointing authority. The salary ranges for the Deputy County Counsel III/IV classification levels are set forth below. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.

Deputy County Counsel III
Level III: $50.43 - $61.53 Hourly; $104,894.40 - $127,982.40 Annually

Deputy District Counsel IV
Level IV: $55.70 - $67.97 Hourly;$115,856.00 - $141,377.60 Annually

Effective September 4, 2023 Deputy County Counsel I/II/III/VI will receive a retention bonus up to an amount of $10,000. (Bonus will be prorated based on date of hire). Retention bonus will conclude on August 31, 2025. Please click here for the Kings County Salary Resolution.

MANAGEMENT BENEFITS
This position includes a management benefit package including CalPERS retirement (click the benefits tab to determine plan/tier placement); County paid PPO insurance premium for medical, dental, vision and chiropractic insurance coverage for the employee and their eligible dependents; onsite health center for employees and eligible dependents on County health insurance; $40,000 term life/accident insurance an additional 80 hours of management leave annually, which can be cashed out and fully paid.

ABOUT THE COUNTY COUNSEL'S OFFICE & ITS' RESPONSIBILITIES
The County Counsels office serves as the civil attorney for the Kings County government, its departments, boards and commissions, and other special districts and government agencies. This provides a unique opportunity to study and practice a wide range of law and topics such as: advice regarding powers, functions, jurisdiction, procedures and operations; opinions involving liability, condemnation, elections, police powers, land use, planning, zoning, labor, personnel, probate, special assessments, county property, human services, child dependency, behavioral health, Public Guardian, contracts, open meeting laws, public safety. It requires the drafting of a variety of documents such as resolutions, ordinances, opinions, briefs, contracts, leases and so forth. The attorneys of the County Counsel's office are expected to show initiative, demonstrate dedication to their jobs, work well in a team, and communicate effectively, whether in writing or verbally, with a wide variety of audiences.

DISTINGUISHING CHARACTERISTICS
Deputy County Counsel III is the full journey level in the Deputy County Counsel classification series. Incumbents at this level are expected to represent and advise County departments, schools and/or special districts on the full range of civil issues and cases occurring within the County Counsel's Office with a minimum of direction. Additionally, incumbents may serve in a lead capacity for a unit having major functional responsibilities within the department. Positions in this class may be assigned to instruct, assist, advise and train other attorneys, professionals and/or legal technical and clerical support staff in the handling of legal matters and cases. Work is performed exercising considerable independent judgment and initiative, under the direction of a Deputy County Counsel IV, the Assistant County Counsel or the County Counsel.

Deputy County Counsel IV is the highest level in the Deputy County Counsel classification series. Incumbents are expected to represent and advise County departments and/or special districts on the full range of civil issues and cases occurring within the County Counsel's Office with a minimum of direction. Assignments may include prosecution of complex and difficult civil cases; service as an advisor for other attorneys in specific areas of law; and/or first line supervision of a unit having major functional responsibilities within the department. Incumbents may be assigned to instruct, assist, advise and train other attorneys, professionals and/or legal technical and clerical support staff in the handling of legal matters and cases. Work is performed exercising considerable independent judgment and initiative, under the direction of the Assistant County Counsel or the County Counsel. This class differs from the next lower class of Deputy County Counsel III in that incumbents have developed a demonstrated expertise in a specialized area of law, serve in an advisory capacity to other attorneys in the prosecution of complex civil cases and exhibit an in-depth working knowledge of Kings County government and court systems.

ALL LEVELS
Education: Possession of active, valid membership in the California State Bar is evidence of sufficient education for this classification.

License: Possession of a valid, appropriate California driver's license issued by the Department of Motor Vehicles.

Level III Experience:
1) Three years of experience practicing civil law as a licensed attorney, OR
2) One year of experience as a Deputy County Counsel II in Kings County, OR
3) Two years of experience practicing law as a licensed attorney including at least one year of experience practicing public agency law in California comparable to a Deputy County Counsel II.

Level IV Experience: Three years of experience as a Deputy County Counsel in a County Counsels office with extensive experience in advising county departments or special districts and including demonstrated expertise in one or more specialized areas of law, or comparable experience in a law office practicing public agency law. (The recruitment and selection process may specify or emphasize one or more specialized areas of law relevant to the County Counsels office.)
