The Iowa Finance Authority (IFA) is seeking a dedicated and experienced Legal Counsel to join our team. As Legal Counsel, you will play a crucial role in ensuring legal compliance, providing expert advice, and supporting the agencys mission. Duties:
Legal Advisor:
  • Serve as legal counsel for IFA boards and committees, including the Iowa Finance Authority Board.
  • Advise staff, the Director, board/committee administrators, and members on program laws, rules, and board administration.
Contract Drafting and Negotiation:
  • Draft, review, revise, and negotiate contracts for Bonds, Finance, and Accounting Teams.
  • Engage with accountants and other professionals to detail terms and obligations.
  • Handle interagency and intergovernmental contracts with IEDA, IRS, HUD, and other state and federal agencies.
  • Prepare verbiage, contracts, and other documentation related to multifamily loan documents, grant agreements, and more.
Rules Counsel:
  • Enact rules as required by recently enacted legislation.
  • Update existing IFA rules to remain compliant with Iowa Code and federal program requirements.
  • Conduct review of administrative rules.
Records Management:
  • Respond to requests for records, including clarification and confidentiality assessments under Iowa or federal law.
Legal Research:
  • Research laws, legal opinions, policies, regulations, and cases related to housing agencies and bonding programs in the United States.
Formal Filings:
  • Examine formal filings for legal sufficiency and full disclosure as required by statutes, rules, and regulations.

The Legal Counsel position is a non-merit, contract covered position that is classified by the State of Iowa as an Attorney 2. This position is exempt (salaried) per FLSA regulations.

Possession of a law degree from an accredited institutionApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  1. Graduation from an accredited school of law, and experience equal to two years of full-time work in the practice of law; not including experience as a law clerk.
  2. Current, continuous experience in the state executive branch that includes eighteen months of full-time work with the employing agency in the practice of law; not including experience as a law clerk.
