The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.

This position has an annual rate of $ $105,000-$115,000, based on education and experience.

The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employees Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.

Job Description

POSITION SUMMARY

The Deputy General Counsel will assist the Legal Division in redefining the way Oklahomans access and engage with government services. The Deputy General Counsel reports to the General Counsel (GC) and provides legal advice to the agency and represents Service Oklahoma in both administrative and judicial proceedings. The Deputy General Counsel will assume all functions of planning, organizing, and monitoring legal activities; interpreting laws and regulations; and providing legal advice, counsel, and assistance to the General Counsel. The lawyer will be expected to work with considerable latitude for the use of initiative and independent judgment in legal issues large in scope, complexity, and activity. Applicants must be highly organized, detail-oriented, and capable of working independently. The lawyer will support SOK leadership, as needed.

POSITION RESPONSIBILITIES

The job duties of this position may include responsibilities listed below.

  • Serves as first- and second-chair in administrative hearings in both title revocation hearings and customer refund appeals
  • Analyzes, reviews, and determines impact of proposed legislation
  • Coordinates with the Office of the Attorney General concerning Attorney General Opinion requests
  • Analyzes, researches, and reviews subpoenas and other requests under the Open Records Act and other privacy laws
  • Attends meetings as a representative of the legal division as assigned by the General Counsel
  • Serves as second- and first-chair in state and federal court proceedings involving the agency, including drafting of pleadings and discovery, motions hearings, depositions, and trial
  • Advises on questions of law or administrative policy involved in the operation of the agency and its contacts with industry, private or professional associations, state federal, or local government, and the public
  • Provides legal advice and counsel regarding all aspects of legal issues facing the agency
  • Prepares the preparation of legal opinions, briefs, pleadings, motions, petitions, and other legal documents
  • Other duties as assigned

KNOWLEDGE, SKILLS, & ABILITIES

  • Ability to display good judgment
  • Possess strong oral and written communication skills
  • Demonstrate solid, efficient research and writing skills
  • Self-starter and independent, but also able to collaborate and work well with others

EDUCATION & EXPERIENCE

Education/experience for this position consists of:

  • Graduation from an accredited law school
  • Licensed to practice law in the State of Oklahoma
  • Minimum seven (7) years legal experience as a licensed attorney

PREFERENCE

Preference may be given to applicants who have:

  • Senior-level experience in administrative law, contracts, litigation, and/or other areas of law involved in the operations of a state government agency
  • Governmental and administrative law practice experience is strongly preferred

SPECIAL REQUIREMENTS

  • The schedule for this position may require flexibility, including some weekends and overtime, based on the needs of the agency. This position is not eligible for telework.
  • This position may require occasional travel. The selected applicant must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma Driver License is also required.
  • This position works in a comfortable office setting with a computer for a large percentage of the workday.
