Duties Description The selected Senior Attorney will review the documents (RFPs, RFQs, IFBs) used in NYSIF contracting and procurement of services and commodities that support the agency's business and its procedural objectives. This includes review of the development, editing, and negotiation contracts as well as Requests for Proposals ("RFP's"), Requests for Quotes (RFQs), and other agency agreements for the following lines of business: Workers' Compensation Insurance claims, financial, investment, real estate matters, and information technology agreements. The Senior Attorney will be required to advise Administration and Executive on legal issues related to NYS procurement and contract laws in accordance with Workers' Compensation Law, State Finance Law, as well as any communication, directives, and oversight by the Office of the Governor, Office of the State Comptroller, Office of the Attorney General, and Department of Financial Services. The Senior Attorney will also need to advise internal departments on contract issues that may come up on occasion.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NYSIF has a telecommuting program.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
