This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. The opening will be filled under the General Schedule (GS) at the GS-15 pay grade and precise pay will be set commensurate with the successful applicant's qualifications, funding availability, and GS pay guidelines. To be eligible for selection, applicants must have at least five and one-half years of relevant professional legal experience.

Candidates will be evaluated on:1) the depth, breadth, and quality of their relevant legal experience; 2) their ability to develop strong attorney-client relationships, work closely with senior military and civilian attorneys and staff within DoD or the DON and other federal agencies, and advise senior clients; 3) their research, analytical, and writing skills; and 4) their oral communication skills. Because of the broad scope of the incumbent's practice, applicants for this position need not have experience in all areas of law listed above. Substantial experience in advising senior clients, and in working with other DoD components, civilian agencies, state agencies, industry, and Congress is desirable. Applicants with a record of making significant contributions to the advancement of DON OGC or equivalent Office of the General Counsel or law firm/office beyond the day-to-day legal practice are also desired.

The successful applicant must have graduated from a law school accredited by the American Bar Association; be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia; and be admitted to practice before a state or federal court. U.S. citizenship is a requirement of the position, and the successful applicant must be able to obtain and maintain a SECRET security clearance.

Advises and counsels senior clients within the Office of the ASN (EI&E) on a variety of environmental and installation resilience matters; Conducting legal research and investigating the facts and the law and preparing or drafting the necessary legal, policy, or guidance documents for the Secretariat; Preparing members of the Secretariat staff and participating in negotiations on behalf of the DON with government authorities, elected officials, industry, and the public; Acting as legal advisor to one or more project managers or members of the Secretariat's staff; Providing legal advice in a variety of areas such as involving energy, climate, environmental planning, real property management and long-term infrastructure requirements, compliance with environmental laws ashore and afloat, natural and cultural resource conservation, environmental restoration, base realignment and closure, sustainability, resilience, occupational safety and health, and ethics and report to the AGC (EI&E) through the Deputy AGC (EI&E).
