Job Description

The State Corporation Commission’s (Commission) Office of General Counsel seeks a staff attorney to join its Financial Services section. Attorneys in this section advise the Commission’s Bureau of Insurance, Bureau of Financial Institutions, Division of Securities and Retail Franchising, as well as the Clerk’s Office. The attorney selected for this position will provide legal counsel and litigation services to the Bureau of Insurance and will: provide oral and written legal advice as requested; review, analyze, draft, and advise the Bureau on insurance-related legislation and related matters; prepare draft Commission orders, opinions, regulations, administrative procedures, memoranda, and correspondence; conduct formal proceedings and hearings before the Commission as staff counsel; and communicate, both orally and in writing, with representatives of other state and federal agencies, regulated entities, or market participants concerning Bureau matters. Responsibilities may also include assisting senior attorneys on matters pertaining to the respective divisions and performing other related work as requested.

Preferred Qualifications

Preferred qualifications for this position include experience in regulatory and administrative law. At a minimum, candidates must have graduated from an accredited law school or, if currently attending law school, be scheduled to graduate by May 2020 and i) be a member of the Virginia State Bar, ii) be eligible for membership by motion, or (iii) successfully pass the next available bar examination. Ideal candidates for this position will have the ability to: research questions of law and interpret rulings; analyze difficult and novel legal questions; draft legal memoranda, opinions, and pleadings; and participate in formal proceedings before the Commission. Excellent oral and written communication skills are essential. Time management skills, the ability to handle multiple projects, and the ability to meet deadlines are also critical to this role. Any experience in the insurance industry, particularly in the life and health market or with financial regulation of insurance companies, is considered a plus.
